This is what happens when government jumps in and starts controlling, mandating, etc. Market forces would settle this thing out until improvements were made, but any time you get government in the business of mandating what manufacturers make and consumers use, you get payoffs, politics, inferior products, and ultimately things that are worse, rather than better, for the environment.
