The Democrats did not really want to codify Roe v Wade. Susan Collins introduced a bill to codify Roe V Wade exactly as it is written now, and Schumer wouldn't allow it to come to a vote. Instead, he introduced a bill he knew would not pass because it allowed abortion through nine months. It was DOA. But failure to pass it works people into a frenzy and is good for donations. It wasn't a bill that was ever going to pass and he knew it.
