That's exactly how my doctor is. He's great, staff not so much. I took my 101-year old mother with dementia to his office and after waiting an hour, turned my phone to loud music and opened the door to my cubicle. When that didn't work, I headed out and stopped by the front desk to tell staff I was leaving my mother with them, be sure to take care of her and call me when they were done. It was only then that they scrambled and got the doctor.
