The common denominators in these countries is a lack of good policing, and an economy that’s tanked. Citizens can’t find work, yet they need to eat and live so with more people around boasting of how much they’ve earned by scamming, they join in.

Maybe it's a vicious circle. The economy is worse in an area that has a lot of dishonest people, and a lot of dishonest people make the economy worse.
